This concept plan was prepared on behalf of the ANAD Foundation at the behest of the minister for Education of the Punjab Government. The development plan proposes a progressive integration of surrounding villages keeping the individual identity of Sultanpur and each of its villages. The proposal seeks for gradual urbanization, connecting the region with transport infrastructure. Each village in the region becomes a center for specialized learning with modern connections to surroundings. Sultanpur Lodhi is a center for Sikh pilgrims and the home of Guru Nanak, from where the saint began his  journey to spread the Word. The proposal is centered on conserving the old fort and devoting it to an academy for the music and crafts of the lands of Punjab. It aims at connecting all the significant surviving monuments and Gurudwaras to reach across the river Kali Bein.
